By 1940 the Valley's population topped one million people. Then, between 1945 and 1950, the post World War II baby boom caused Oregon's population to increase faster than any other period before or since. In 1950 there were 400,000 private cars in the Valley and by 1969 that number had doubled to more than 800,000. The Valley began to experience growing pains. There was often a shortage of housing, commercial services and roads.
