In 1972 a council, formed by then Governor Tom McCall, produced a report called "The Willamette Valley: Choices for the Future." Within a year after its publication, Oregon passed the nation's first statewide land use planning and growth management program. The goals included preservation of agricultural, forestry, and natural resource lands and establishment of urban growth boundaries (UGBs) to separate rural areas from those designated for future urban development.
